== Short description ==

Used to translate between toggle and discrete commands (usually for infrared equipment). When a device only accepts toggle commands and it receives an "ON" or "OFF", it will be translated into "TOGGLE_POWER" depending on device status. Same is true then device accepts dicrete commands, but the remote has only toggle button, in this case we will send "ON" or "OFF", again it depends on device state.
