Quick reload router

This command can be accessed in two ways:

• A button on the LinuxMCE Launcher on the Core server.
• From the LinuxMCE Admin Website-->Restart-->Quick Reload Reouter

The command restarts the DCERouter, which controls all devices in the LinuxMCE system.
